In its regular weekly session held yesterday under the chairmanship of HE the Speaker Ahmed bin Abdullah bin Zaid Al Mahmoud, the Shura Council approved a draft law on railways. The Council also decided to refer its recommendations regarding the draft law to the esteemed Government. At the beginning of the session, the Council discussed a report issued by the Services and Public Utilities committee on the abovementioned law. This law includes (36) articles under which the functions and terms of reference of the Ministry of Transport and Communications (MOTC) and Qatar Railways Company known as Qatar Rail are set out, regarding the technical and administrative aspects of the railways in the State of Qatar. Moreover, the draft law includes issues pertaining to operating and ensuring the safety of railways.
Rapporteur of the Services and Public Utilities Committee of Shura Council HE Mohammed bin Mahdi Al Ahbabi stressed the need to impose a stringent oversight on companies operating in this sector at the beginning of operating this project. He emphasized that the work should be monitored and overseen by the MOTC provided that licenses be granted for a temporary period, as well as the need to ensure the quality of services provided by these companies.
The draft law aims to keep pace with the latest developments in the sector of transportation. Moreover, the draft law aims to achieve regulating the process of establishing and operating the railways in the state in line with safety requirements and in accordance with the best standards and practices that are globally implemented in this regard, and grant licenses for establishing railways and railway operating safety certificates. Under the draft provisions, MOTC shall carry out functions, firstly regulating the process of establishing and operating railways in the State of Qatar, in addition to achieving integration among various transportation systems in the state.
