Ramallah - Ma'an - Prime Minister Mohammad Mustafa stressed, during the weekly cabinet session on Tuesday, that our need for national unity has become more urgent than ever, especially with the ongoing war of extermination on the Gaza Strip, and what resulted from it, and what the next stage requires in terms of great relief efforts, and then reconstruction, and bringing life back to our beloved Strip, and resuming joint efforts to embody the State of Palestine on all Palestinian territories.
Mustafa stressed that the President's speech in the Turkish Parliament represents a roadmap for unifying the two parts of the homeland, pointing out that the government's efforts in the Gaza Strip have continued at all times without interruption, and the teams in the field, including doctors, teachers, relief teams, and technical teams for water, electricity, communications, and others, are all present on the ground and doing their work in the service of their people, saying"We will go to Gaza, as His Excellency said, to reunite the institutions, work to provide relief to our people, and begin reconstruction."
The Prime Minister said"The contribution of all Palestinians is required, from the government, parties, factions, private sector and civil society institutions, as the political challenge is great, and the scale of the disaster facing the Gaza Strip requires sincere efforts from all parties."
Mustafa reviewed the government's role in completing the preparation of a comprehensive plan consisting of several elements, the most important of which are:
- Reintegrating and unifying national institutions to ensure the greatest possible degree of coordination and joint work between state institutions, including local government bodies, ministries, police agencies and various institutions.
- Significantly expand emergency relief and early recovery operations, including restoring basic services such aswater, health services, electricity services, sanitation, education, rubble removal, provision of temporary shelter, and, equally important, supporting livelihoods, recovery and economic empowerment.
- Preparing a comprehensive program for reconstruction and economic recovery.
In this regard, the Prime Minister said'We have made significant progress in preparing the general framework for the reconstruction plan for Gaza and the West Bank, and launching a major program for economic and social development in cooperation with international partner institutions, most notably the World Bank, the United Nations, and the European Union. Detailed plans for the various sectors are currently being prepared.'
Mustafa renewed his call for greater international pressure to stop the aggression, and international commitment and support for the emergency response to provide basic services and restore infrastructure to our people in the Strip, and to achieve stability and provide the elements of a decent life for our people.
The Prime Minister stressed that the government, under the direction of the President, is continuing its efforts to provide relief to our people in the Gaza Strip and the West Bank, leading to reconstruction and achieving sustainable development.
The session included a presentation by the Minister of Jerusalem Affairs on the threats to demolish 88 homes in the Al-Bustan neighborhood in Silwan under the pretext of lacking a permit, pointing to the government's efforts to provide legal and engineering protection to citizens whose homes are targeted. This also includes addressing the condition of some dilapidated homes in Qalandia camp, which endanger the lives of citizens.
The Council of Ministers warned of the danger of the settlement procedures initiated by the occupation authorities in Jerusalem, especially since it is an illegal procedure due to the occupation's control over the city, and because it includes a threat to citizens' property and residence, especially the occupation's efforts to control these lands and properties under the pretext of the absentee law. The Council also tasked the Ministry of Jerusalem Affairs with following up on the issue legally and taking the necessary measures to contribute to protecting citizens' property.
The Council also discussed the unilateral occupation measures, especially in areas classified as 'B' and 'C', and the recommendations of the competent authorities from the Wall and Settlement Resistance Commission, the Land Authority, and the Land and Water Settlement Commission, which stressed the intensification of legal and diplomatic efforts to defend these lands and support the steadfastness of citizens in the targeted areas.
On the other hand, the Minister of Social Development presented the Ministry's efforts to accommodate patients and workers from the Gaza Strip who have been stranded in the West Bank since last October, and emphasized the recommendations of the special committee to provide sustainable solutions related to their accommodation and the provision of food, drink, treatment, health insurance and financial contributions.
The Council of Ministers approved the formation of a team of competent authorities to follow up on Palestine's accession to the International Labor Organization, which will open new horizons for international employment opportunities, as well as provide legal protection for workers in accordance with international laws.
Purchase requests were also approved to increase quantities of essential medicines to meet the needs of the Ministry of Health and enable it to provide treatment to citizens.
The Council adopted the recommendations of the Technical Committee for the Reconstruction of Jenin City and Camp regarding the lists of those affected by the occupation's invasions of the city and camp, and tasked the relevant parties with expediting the provision of assistance and compensation to citizens, while emphasizing the complementarity of efforts between UNRWA and its role and responsibility in repairing targeted homes, in addition to the efforts of ministries and government institutions in maintaining water and electricity lines and others.
On the other hand, the Council approved the completion of financing the implementation of the emergency solution project to eliminate stone saw asthma in Hebron, to protect hundreds of citizens' lands from pollution, as the project will provide thousands of liters of treated water for agricultural uses, and the Ministry of Industry was assigned to follow up on the project's operating plans with the supervising authorities.
